All of Us Research Program announces vacancy for Chief Technology Officer

The National Institutes of Health is seeking applications from exceptional candidates with the technical excellence, enthusiasm, and innovative thinking necessary for the important position of Chief Technology Officer (CTO) for All of Us. The All of Us Research Program, which includes a major consortium of partner awardees, other participating federal agencies, and private sector collaborators, is building an engagement and digital data platform, enabling thousands of studies on what will be one of the world’s largest, most diverse biomedical data sets. All of Us will engage one million or more U.S. volunteers of all life stages, health statuses, races/ethnicities, geographic regions, etc., reflecting the rich diversity of America. Mobilizing rich and constantly evolving data - from electronic health records, biospecimens, questionnaires, and electronic health records, to physical evaluations, sensors, and other technologies - the program will support research at the intersection of lifestyle, environment, and genetics to produce new knowledge, leading to the development of innovative prevention strategies and treatments for foundational health challenges.

The CTO, through both direct and virtual teams, will (1) lead the development of the strategic plan for consortium-wide technology and security implementation, including defining a roadmap for the long-term technical architecture and, over time, for deploying new technologies at scale, including state of the art -omics and mobile technologies; (2) instantiate a rapid-cycle platform development process across all of our technical partners, including multiple awardees and other external public/private sector collaborators, to deliver a platform that will aggregate and integrate rich and constantly evolving data and to enable rapid response to research needs, including meaningful analysis and knowledge extraction to advance scientific research; (3) be responsible for solving enormous big data challenges, including distributed, secure analytics, and unprecedented opportunities to develop and apply innovative analytic approaches and visualization methods to enable researchers across the country to explore and understand longitudinal cohort data; (4) serve as the key spokesperson and advocate for the program on technology, interacting with a wide range of national and international stakeholders.

QUALIFICATIONS REQUIRED:  The successful candidate will have exceptional technical, engineering, and management skills. He or she will have demonstrated executive experience delivering complex technology platforms and products, managing large and complex datasets, and coordinating across large and distributed teams. This includes experience evaluating technical personnel, constructing high level product strategy, and managing dependencies across interrelated teams. Candidates should also have hands on experience working with innovative technology frameworks and tools, and designing secure systems. Candidates will have evidence of excellent public speaking at major events.  An ideal candidate would also have significant scientific research experience and/or have an understanding of how to manage matrixed teams of government grantees or contractors.
